Building Stronger Government, One Community at a Time: The Story of Jeff Dossett
Some careers are built on titles. Others are built on purpose. For Jeff Dossett, owner and founder of Dossett Consulting LLC in Indianapolis, the work has always been about something larger than a job description. It has been about helping the institutions closest to people, local county governments, run with greater clarity, efficiency, and accountability. What sets him apart is rare and direct: eighteen years as an Indiana elected county office-holder, serving as County Councilman, Clerk of the Circuit Court, and County Auditor. That experience gives him an intimate command of county budgets and the inner workings of the Clerk’s Office and court procedures that no other vendor can match.
When Jeff Dossett established his firm in 2010, he brought with him decades of hard-won expertise in public finance. His consulting practice serves local county government across several critical areas. He advises on budgeting and revenue enhancements, helping officials make confident, data-informed decisions. He prepares Title IV-D child support reimbursement claims for county clerks, courts, and prosecutors, navigating a complex system so that the right resources reach the right places. He also develops county cost allocation plans that allow governments to secure reimbursement for the administration of grants. In every engagement, his goal remains consistent: to help local government units operate more effectively in their daily work. Looking ahead, he envisions continued growth for his firm and the opportunity to expand into other states, carrying his proven approach to communities well beyond Indiana. That vision is grounded in a remarkable record of elected service. Jeff was elected by party caucus to fill an unexpired term on the Montgomery County Council in 1989, then re-elected in 1990, 1994, and 1998, and he served as Vice President of the County Council for two years. He was elected Circuit Court Clerk in 2000 and re-elected in 2004, and in 2005 he was again chosen by party caucus to complete an unexpired term as County Auditor. Throughout these years, he also served as Secretary of the Montgomery County Commission on Public Records and Secretary of the Montgomery County Election Board from 2000 to 2005, lending steady, principled stewardship to the systems that keep elections and public records trustworthy. That vision did not appear overnight. It was shaped by a career that has spanned the financial industry since 1990.
Before launching his own firm, Jeff Dossett served as a regional director for 39 Degrees North in Bloomington, Indiana, from 2011 to 2013, where he marketed geographic information systems to local and state government agencies. Earlier, between 2007 and 2010, he held the position of Indiana state director of financial services at Maximus in Indianapolis, leading work at the state level. His foundation in public accountability was built even earlier, when he served as an auditor for Montgomery County, Indiana, in Crawfordsville from 2005 to 2007. Each role added a new layer of understanding, and together they form the deep technical knowledge he draws on today. His leadership has consistently extended into the professional associations that shape county government across Indiana. With the Association of Indiana Counties, he rose from West Central District Vice President to District President, then served as Treasurer, Vice President, and ultimately President from 2006 to 2007, while contributing to conference, legislative, and special tax sale committees and attending every AIC conference since 1994. Within the Clerks Association, he co-chaired the legislative committee in 2001 and 2002, served on the records management committee, and remains an alumni member to this day. He also held leadership roles in the County Council Association as a district Vice President and Treasurer, demonstrating an enduring willingness to strengthen the institutions he served. What distinguishes Jeff Dossett, however, is the way he has extended his expertise beyond his profession and into genuine service. For nearly two decades, from 2000 to 2019, he served as an ombudsman for the Indiana Committee of the Employer Support of the Guard and Reserve, a U.S. Department of Defense office dedicated to promoting supportive work environments for members of the reserves, and from 2014 to 2019 he served as Assistant Ombudsman Director. In this capacity, he worked directly with employers and service members to help them understand the Uniformed Services Employment and Reemployment Rights Act. When conflicts arose, he was called upon to mitigate and resolve situations through cooperation and understanding rather than legal action, an approach that reflects both his skill and his character. His commitment to community has reached far and wide, from the Indiana Supreme Court Records Management Committee and the Montgomery County and Crawfordsville economic development bodies, where he served as Vice President, to the boards of the Montgomery County Youth Camps, the County Plan Commission, the ITT Electronic Education Advisory Board, the Montgomery County Community Foundation steering committee, the Walnut Elementary PTO, where he served as President, and his local Scouts committee.
Recognition has followed naturally from this dedication. Jeff Dossett was honored as Indiana Circuit Court Clerk of the Year, Marleen Sutton Clerk of the Year, and 2005 National County Official of the Year, and he earned an Outstanding Service in Election Administration Award from the Indiana Election Division in 2004, after first being named the division’s Rookie of the Year in 2001 for successful and bipartisan service during his initial term as Montgomery County Clerk. He received the President’s Volunteer Service Award in 2013 and was twice named Ombudsman of the Year by the Indiana Committee of the Employer Support of the Guard and Reserve, in 2016 and 2017. His earlier civic contributions were recognized as well, including honors from the Indiana Regional Minority Supplier Development Council in 1995, a Disabled American Veterans Department of Indiana Certificate of Merit in 1996, and a Certificate of Commendation from the Richard L. Roudebush VA Medical Center in 1997. These accolades reflect more than professional competence. They speak to the people and leadership skills that have been central to his success at every stage. The lesson in Jeff Dossett’s story is clear. Lasting achievement is not the product of a single moment but of consistent dedication, technical mastery, and a sincere desire to serve others. He has spent more than three decades strengthening the systems that keep communities functioning, and he has done so with integrity and resolve. For anyone who believes that meaningful work and meaningful impact can go hand in hand, his career stands as a powerful example of what is possible when expertise meets purpose.
